소방방재청(청장 이기환)은 1월11일 오전 10시 정부서울청사 5층 회의실에서 UN ISDR(대표 Margareta Washlstrom)과 글로벌 기후변화 및 재해경감 협력 강화에 관한 협약을 체결할 예정이다.
UN ISDR은 UN 산하 재해경감을 위한 국제적 전략기구(소재 스위스 제네바)로 2010년 인천 송도에 UN ISDR 동북아지역사무소 및 UN 방재연수원을 설립됐다.
UN ISDR 동북아사무소는 동북아국가들의 재해경감활동 조정 및 상호 협력체계 구축을 위한 UN ISDR 산하 지역사무소이다. UN 방재연수원은 UN 최초의 전 세계 국가를 대상으로 하는 방재분야 교육·훈련 기관이다.
최근 기후변화의 가속화로 범지구적인 대규모 재해가 빈발함에 따라 양 기관은 기후변화 및 재해경감을 위한 국제협력과 공동 대응 강화의 필요성을 인식하고 협약체결을 계기로 적극 협력키로 했다.
협약의 주요내용은 2005-2015 효고행동계획(HFA)의 후속으로 2015년 이후 UN 세계 재해경감의 전략적 지침으로 작용할 ‘Post-2015 재해경감 프레임워크’ 수립 과정에 한국 측의 적극적 참여, UN 글로벌 캠페인 ‘기후변화 및 재해에 강한 도시 만들기(Making Cities Resilient)’에 한국도시 참여 촉진, 한국의 선진 방재정책․경험의 외국 전파 및 한국의 재난관리교육훈련기관과 UN 방재연수원의 국제 선도 교육훈련기관으로 육성 등이다.
이번 협약은 GCF(녹색기후기금) 유치 등 녹색성장분야에서 한국에 대한 국제사회의 기대가 높아진 가운데 한국이 ‘기후변화대응 및 재해경감’에 관한 국제협력 선제권을 확보하는데 기여할 것으로 기대된다.
◆ 협약 문안(영문)
STATEMENT OF COOPERATION
Between
National Emergency Management Agency of the Republic of Korea and the United Nations Office for Disaster Risk Reduction
The National Emergency Management Agency (NEMA) of the Republic of Korea and the UNITED NATIONS Office for Disaster Risk Reduction represented by secretariat of the United Nations Office for Disaster Risk Reduction (UNISDR) sign this Statement of Cooperation to work together to enhance efforts for reinforced capacities for resilience building and disaster risk reduction (DRR) in Korea.
In line with the objectives of supporting implementation of the Hyogo Framework for Action (HFA) and in reflection of the needs of NEMA Korea for resilient development in Korea, we jointly decide to:
1. Engage diverse stakeholders from government and private sector in post-2015 DRR consultation in Korea and project these views in the Post-2015 DRR framework,
2. Advocate, promote and build DRR capacities for Korean Cities through engagement and implementation in the UNISDR Making Cities Resilient Campaign,
3. Engage Korean development actors in consideration of next steps to further mainstream adaptation and disaster reduction into development on the basis of national risk assessment and share Korean experiences with other countries, and
4. Strengthen Korean national DRR training institutions and GETI as resources for global capacity development for DRR.
In addition to the above, we are committed to explore additional areas for collaboration to enable and greater political will of national and local governments in the Republic of Korea through the development of stronger policies and sustained resources to reduce risk from natural hazards, and promote resilience
Nothing in this “Statement of Cooperation” obligates either of the Sides to transfer or commit any funds. Any specific work on projects or activities that involve the transfer of funds, services or property between the Sides will require execution of a separate agreement or exchange of letters and be contingent upon availability of appropriate funds.

◆ 협약 문안(국문번역)
소방방재청과 UN ISDR간 협약문
UNISDR사무국은 UN을 대표하여 대한민국 소방방재청과 한국의 재난대응 역량 제고 및 재해위험 경감을 위한 노력을 강화하기 위하여 본 협약문에 서명한다.
대한민국의 효고행동계획(HFA)의 이행을 위한 지원과 재해역량 개발을 위하여 다음 사항들에 대해 합의한다.
1. Post-2015 DRR(재해위험경감) 수립을 위한 국가별 협의에 있어 한국정부 및 민간의 다양한 이해당사자들을 참여시키고 이들의 의견을 반영한다.
2. UNISDR의 “기후변화 및 재해에 강한 도시만들기” 캠페인에 한국의 도시들이 참여할 수 있도록 지원하고 촉진한다.
3. 국가위험도평가에 기초하여 기후변화 및 재해경감을 고려한 개발계획의 융합 촉진을 위하여 한국의 관계자들을 참여시키고 한국의 경험을 다른 나라들과 공유한다.
4. 한국의 재난관리교육훈련기관과 GETI(UN방재연수원)을 재해경감 역량강화를 위하여 국제 선도 교육훈련기관으로 육성한다.
위 사항들과 함께, 대한민국에서 자연재해로부터의 위험을 경감시키고 재해내성을 촉진시키기 위하여 좀 더 강력한 정책개발 및 지속가능한 자원개발을 통한 중앙 및 지방정부의 정치적 의지 촉구를 위한 협력분야 탐색 이행을 약속한다.
본 협정문의 어떤 사항도 상대방 어느 쪽에게도 기금을 양도 또는 위탁할 의무를 지지 않는다. 양 당사자 사이에 기금의 양도, 서비스, 자산과 관련된 프로젝트 또는 활동에 관한 어떤 특정된 업무도 개별 합의 또는 서신교환의 이행을 필요로 하며 적정한 기금 확보가 수반되어야 한다.
